A diplomat born in Mallorca, he has held positions as Spanish Ambassador to China, Germany and Ethiopia as well as other diplomatic posts in Colombia, Russia, Cuba, Israel and Honduras. He has also held positions in international organizations such as the United Nations and the Spanish Secretariat for International Cooperation and Ibero-America. Rafael has lectured at universities around the world and is the author of several books and has been published in Spanish and international magazines and newspapers.
